The Winter Theme is a change to the in-game User Interface during the winter season. Buildings, Region view graphics, and your city background will all be covered in snow and ice, as well as some buildings featuring lights, such as the Marketplace. It can be disabled using a userscript, written by davelou, which can be found here.
